An August 22, 2008, editorial in the Boston Globe reported a House bill would allow larger companies and companies with more access to venture capital to receive money that was traditionally reserved for research and development by small businesses with 500 or fewer employees. In the Senate, Senator Kerry proposed a compromise bill in the Senate that would allow companies funded by venture capital access to 18% of the money reserved for small business R&D but not all. The NIH Office of Legislative Policy and Analysis has a summary of Small Business Innovation Research program as well as the the Small Business Technology Transfer program.
