Candidate Responses for IL-1

Comparing responses to Innovation & the Elections 2008 for:

Innovation

Science and technology have been responsible for half of the growth of the American economy since World War II. But several recent reports question America’s continued leadership in these vital areas. What policies would you support to ensure that America remains the world leader in innovation?

American investment in innovation is necessary to maintain American leadership in a global society. Innovation is critical to our economy, military, health care, space exploration, and many other sectors. I support a Research and Development Tax Credit to encourage innovation.

Climate Change

The Earth’s climate is changing and there is concern about the potentially adverse effects of these changes on life on the planet. What is your position on the following measures that have been proposed to address global climate change—a cap-and-trade system, a carbon tax, increased fuel-economy standards, and research? Are there other policies you would support?

We all have a responsibility to be good stewards over the environment. I will provide tax credits to those companies that invest in technologies that reduce carbon emissions and other pollutants.

I will work with factories and other high emission industries to voluntary reduce green house emissions by 20% over a ten year period.

Energy

Many scientists and policymakers say energy security and sustainability are major problems facing the United States this century. What policies would you support to meet the demand for energy while ensuring an economically and environmentally sustainable future?

The U.S. must begin to invest heavily in alternative forms of energy. Hydrogen fuel, geothermal engery, biodeiesel, solar energy, wind energy, and nuclear energy, and renewable energy are all combinations of approaches we can take to reduce the costs of energy along with our dependence on foreign oil.

I support offshore drilling that is done responsibly considering the environmental effects it may have. We should utilize the resources we have available to support our energy needs and not continue to indirectly support terrorism with U.S. dollars. I believe the government should offer some limited amount of incentives to encourage alternative fuel research & development, but free market competition will drive innovation.

Education

A comparison of 15-year-olds in 30 wealthy nations found that average science scores among U.S. students ranked 17th, while average U.S. math scores ranked 24th. What role do you think the federal government should play in preparing K-12 students for the science and technology driven 21st Century?

I believe significant emphasis in science and technology should be reflected in the reauthorization of No Child Left Behind. If U.S. students continue to be left behind in math and science, America will lose its competitive edge in science, technology and innovation.

I am so concerned about this crisis that I support providing free college tuition for students who pursue degrees in these specific fields and work in them for a minimum of five years.

Water

Thirty-nine states expect some level of water shortage over the next decade, and scientific studies suggest that a majority of our water resources are at risk. What policies would you support to meet demand for water resources?

Bobby Rush

I support the Water Resources Development Act of 2007.

Research

For many years, Congress has recognized the importance of science and engineering research to realizing our national goals. Given that the next Congress will likely face spending constraints, what priority would you give to investment in basic research in upcoming budgets?

My priority will be on eliminating wasteful spending in Congress so that we can invest in critical areas of research.

Health

Americans are increasingly concerned with the cost, quality, and availability of health care. How do you see science, research, and technology contributing to improved health and quality of life?

It is no secret that medical research and technology has led to breakthroughs in medical treatment and prevention. Thanks to advances in science people are living longer and healthier with diseases that would have killed them just 20 years ago. Improvement in each of these areas helps to reduce costs and improve the quality and availability of health care.
