- According to his website, Harris has been insisting on accountability in school systems in the State Senate. His leadership helped pass Governor Ehrlich’s landmark charter school legislation.

Environment
- In response to a questionnaire submitted by the League of Women Voters regarding environmental policy, Harris wrote: “We need to bring together all stakeholders including watermen, farmers, sportsmen, local and national elected officials, and individual citizens to bring about commonsense solutions to cleaning up our bay.”
- According to the 2003-2004 scorecard released by Maryland League of Conservation Voters, a non partisan organization, Senator Harris has held little regard for environmental legislations. In 2003 and 2004, he voted against a bill to increase penalties for those who damage wetlands, and he voted against a bill to reaffirm the critical areas of protectionof the Bay coastline and against the Bay Restoration Fund. The 2005-2006 scorecard revealed that he voted against a bill to protect the Blackwater National Wildlife Refuge, which was threatened by development. Harris voted against the Healthy Air Act, which required reduced emissions of mercury, sulfur, nitrogen and carbon dioxide from power plants. In 2007, he voted against a bill banning the practice of hydraulic dredging in coastal bays, against a ban on phosphorus in dishwashing detergent, against solar energy, and against an increase in Maryland’s auto emissions standards.

- According to the Washington Post, Harris opposes embryonic stem cell research. He advocates the use of adult stem cells rather than embryonic cells. He thinks the state’s role in funding this research is unnecessary.
