Biography

MORGENTHALER, Jill; graduated from Penn State University, B.A. in Economics, 1976; Second Lieutenant, US Army, 1976-1981; M.S. in International Policy Studies from Monterey Institute for International Studies, 1983; Major, US Army, 1988; Argonne National Laboratory, 1990-2004; Lieutenant Colonel, US Army, 1995; M.S. in Strategic Studies from Military War College, 2000; Colonel, US Army, 2000; Illinois Homeland Security Advisor, 2005-2007.

“I think that any child who works hard and studies hard deserves the opportunity to pursue the dream of a college education. Whether it’s Pell Grants, increasing access to lower interest rate student loans, or expanding college tuition tax credits, I believe we need to move forward with common sense steps to make college more affordable and accessible for more Illinois families.

“I also understand that improving education for our kids starts well before they start looking at colleges. I am a proud product of the public school system, I think Congress has to do a better job of making our public schools the best they can be. While the No Child Left Behind Act (NCLB) has provided parents with some concrete information about their local schools, it has often come at the expense of good teaching. After six years of the NCLB, we need to rewrite the law so that it gives teachers the tools they need to teach, our children the tools they need to learn, and schools reasonable goals so that they can succeed. Instead of punishing and threatening those schools that are failing, we should take what is wrong and help them make it right.

“I believe that when we prepare our kids to compete in a global marketplace, we’re making an investment in the American economy as well. For America to compete with rising economic powers like India and China, we need the best educated, best trained work force in the world. I am willing to work with anyone - Democrat or Republican - to make our schools the best in the world. [1].”

“Just about the only Americans who still think we should hitch our energy fortunes to the big oil companies are members of Congress like Peter Roskam, who cash big oil campaign checks. That’s unconscionable, too. I believe there is a better way.

“Since my days at Argonne National Laboratory, I have been a big believer in investing in research and development of alternative energies.

“Alternative energies are cleaner than fossil fuels. They can be produced in America - right here in Illinois. And with expanding global markets for renewable fuel technologies, American leadership in the alternative energy sector will mean more American jobs. “In Congress, I will call for an Apollo-like program to put America and Illinois at the forefront of the new energy economy. Solar, wind, and biofuels are part of the solution, but there’s not one simple answer to our energy challenges. A diverse, decentralized and independent energy market will be a great strength for America, creating jobs, reducing harmful emissions, and making us more secure. From my first day in Congress, I will work with anyone - Democrat or Republican - to make it happen. [2].”

“I say that to achieve real reform we need to be honest: there's no one solution for what ails our health care system. But I believe we can make real progress if we take a comprehensive approach that stays true to some basic values.

“It starts with making sure that that every American has access to affordable coverage. But it doesn’t stop there. We must lower skyrocketing premiums so small businesses can afford to cover their employees. We must do more to protect consumers’ rights, safeguard privacy and improve quality. And for our healthcare system to function most effectively, insurance and healthcare providers must emphasize primary and preventive care, to catch and treat problems early before they become more costly.

“While there's much we have to do to reform health care in the private sector, I understand that the public sector has an important role to play as well. In Congress, I will keep faith with the promises we have made to take care of our children, our aging population, and our military heroes as they come home through programs like Medicare, SCHIP, and veteran’s health care. [3].”
