According to his website, Hawkins supports changes to the No Child Left Behind Act, because he thinks schools and school boards are not providing their teachers with necessary instructional tools. Otherwise, he endorses the act for the benefits it has provided for students, teachers, and parents. Furthermore, he has made the reeducation program for high school drop-outs one of his top priorities if elected.

According to his website, Hawkins take on health care would be encapsulated in the Federal Reserve Insurance Banking Act of 2008, an arbitrarily named act. The act would allow the Federal Reserve to provide banks the provisions, appropriations, award, expenditure, outlay, and financing. Opening up a Health Savings Account would provide the medical insurance to the individual without having it paid for from the taxes, because it is from this account that yearly payments for medical premiums are paid and the interest accrued is deposited into the Health Savings Account. Hawkins strives to make the proposal into a real program. When asked whether he supports a national health insurance program, Hawkins emphasizes on boosting individual incentives to seek out catastrophic care insurance, and reducing regulation to help control prescription drug costs.
