Education

Stivers is in support of the 21st Century GI Bill of Rights Act of 2007 ([1] H.R. 2358). This bill would provide and enhance education, housing, and entrepreneur assistance for veterans who serve in the Armed Forces after September 11, 2001. Stivers has called for the Returning Soldiers Bill of Rights Act as an addition to H.R. 2358, according to his website. This bill would:

  • cover all 4 year (public) university tuition, housing, stipend ($1,000 per month),
  • allows benefits to be used for medical, law, or other post-graduate school,
  • allows veterans to receive GI benefits while participating in the student loan repayment program,
  • allows benefits to be transferred to immediate family members. [1]

Project Vote Smart reported that Stivers voted against the Disability Scholarship fund (SB 57).[2] This bill would provide "scholarships for disabled children in grades pre-kindergarten through 12 to attend alternative public or private special education programs."[3] The bill ended up passing 17-15.[4]

He also voted in favor of Education Regional Service System (SCS HCS HB 115). This system "consists of regional advisory boards, advisory councils, a fiscal agent for each region and educational service centers. The bill specifies that education service centers may include help with student performance, professional development, recruitment and retention of teachers and administrators, and operation cost management." The act passed 29-4. [5]

Energy

Stivers announced an energy plan to tackle the problem of high oil prices. The main points of his plan are: creating a domestic Petroleum Administration for Security Director who reports directly to the President; investing $100 billion over 10 years in Advanced Energy Research; closing the "foreign-markets loophole" in commodity regulation; raising the MPG standards for new automobiles across the board; and creating a national standard gas formulation at various grades to reduce demand on refineries.[6]

Health

  • According to his website, Stivers requested the Congress to pass the Returning Soldiers' Bill of Rights Act (H.R. 5947) and also to include the Valor Act of 2007(H.R.4915) as a measure to meet the new needs of veterans returning from Afghanistan and Iraq. The bill provides for education, housing, and employment for veterans.
  • According to his website, Stivers sponsored the Cancer Trial Bill (S.186) that compels insurers to provide coverage for cancer patients in a clinical trial as they would for patients undergoing typical treatment. Stivers remarked, "The bill is not a typical insurance mandate because companies already cover the same costs associated with typical treatments."[7]
