CANDIDATE QUESTIONNAIRE

Compare Innovation & the Elections 2008 responses for TX-24.

SEA and eighteen other science organizations have come together to ask the 2008 congressional candidates seven questions on science and technology policy. See what Thomas Love has said:

Innovation

Science and technology have been responsible for half of the growth of the American economy since World War II. But several recent reports question America’s continued leadership in these vital areas. What policies would you support to ensure that America remains the world leader in innovation?
Science and technology have been responsible for half of the growth of the American economy since World War II. But several recent reports question America’s continued leadership in these vital areas. I believe global competitiveness must be achieved by creating a more planned economy. We need to identify and create a cohesive national project with the objective of training more American scientists and engineers. We need to plan not merely react to crises on all areas of our society and use the tax codes to achieve incentives to get commitment there. And we need to achieve a bipartisan consensus and stop pointing fingers and start shaking hands.

Sustainable Growth and Technology can be created by a plan to identify and implement a cohesive national project of training, predicting, and not merely reacting to crises on all areas of our society. We need to use the tax codes to achieve incentives to get commitments to solutions and to prevent problems in advance

Climate Change

The Earth’s climate is changing and there is concern about the potentially adverse effects of these changes on life on the planet. What is your position on the following measures that have been proposed to address global climate change—a cap-and-trade system, a carbon tax, increased fuel-economy standards, and research? Are there other policies you would support?
We must address global climate change. We must look at a cap-and-trade system, a carbon tax, increased fuel-economy standards, and research to determine a responsible energy policy.

Energy and a Sustainable Environment must be enabled by a planned Manhattan Project or Man On The Moon style national commitment to look at all areas of American energy consumption and a firm commitment to make American become a leader in green technology and to end dependence on foreign oil. We must build a national consensus and implement this plan quickly

Energy

Many scientists and policymakers say energy security and sustainability are major problems facing the United States this century. What policies would you support to meet the demand for energy while ensuring an economically and environmentally sustainable future?
Energy and a Sustainable Environment must be enabled by a planned Manhattan Project or Man On The Moon style national commitment to look at all areas of American energy consumption and a firm commitment to make American become a leader in green technology and to end dependence on foreign oil. We must build a national consensus and implement this plan quickly.

WE NEED A RESPONSIBLE ENERGY POLICY. WE NEED TO REDUCE OUR DEPENDENCE ON OIL AND COAL.

OUR MINIMUM STANDARDS FOR ALL NEW CARS SHOULD MEET OR EXCEED THOSE STANDARDS THAT ARE ALREADY IN PLACE IN EUROPE AND JAPAN, FOR EXAMPLE. THAT ALONE COULD CRITICALLY CURTAIL OUR NEED TO IMPORT ANY OIL.

WE NEED TO THINK OUTSIDE OF THE BOX.

HYDROGEN MIGHT BE AN ANSWER TO HELP FUEL OUR PRIVATE CARS IN THE FUTURE.

CERTAINLY, CARS RUNNING ON BATTERIES ARE POSSIBLE, ESPECIALLY IF WE CAN FIND NEW WAYS TO IMPROVE BATTERY TECHNOLOGIES.

SOME PEOPLE THINK THAT MAKING TOLL ROADS ALL ACROSS AMERICA IS AN ANSWER. IT IS NOT.

MASS TRANSIT SYSTEMS, USING VARIOUS COMPONENTS WOULD GO FARTHER THAN PUNITIVE CHARGES. UNFIED SYSTEMS OF BUSES AND PASSANGER TRAINS IS CERTAINLY ONE ANSWER TOWARD HELPING TO RELIEVE OUR DEPENDENCE ON FOREIGN OIL IMPORTS.

GOING FUTHER, WHY SHOULD WE BE BUILDING COAL FIRED AND NUCLEAR ENERGY FACTORIES FOR OUR ELETRICITY? THIS IS TEXAS. LET’S REALLY BEGIN TO USE OUR SUN AND OUR WIND. THAT'S VASTLY LESS POLLUTING AND FAR SAFER.

BUT LET’S BE HONEST ABOUT SOMETHING.

ENERGY AND NATIONAL SECURITY CERTAINLY DO CONVERGE.

IMPORT IMBALANCES PLACE US IN ECONOMIC DEBT TO FROEIGN POWERS. AND NUCLEAR FACILITIES OR MASSIVE POWER STATIONS COULD MAKE EASY TARGETS FOR TERRORISTS.

Education

A comparison of 15-year-olds in 30 wealthy nations found that average science scores among U.S. students ranked 17th, while average U.S. math scores ranked 24th. What role do you think the federal government should play in preparing K-12 students for the science and technology driven 21st Century?
I believe in Responsible Education for our children.

Once upon a time, a simple High School Diploma was enough to earn a living wage. Now, that is no longer true.

Higher Education must be made affordable and available to every High School Graduate who wishes to go farther. Public universities must remain open and affordable to the public.

Public Schools should be encouraged to improve, not punished if they do not improve. Our current system of testing assures that more children will be left behind than ever before.

Our teachers, like our children, should be seen as our greatest assets for the future. Our teachers deserve respect and encouragement, not tokenism.

Global competitiveness must be achieved by creating a more planned economy.

Water

Thirty-nine states expect some level of water shortage over the next decade, and scientific studies suggest that a majority of our water resources are at risk. What policies would you support to meet demand for water resources?

We need a national water policy and strictly enforce conservation. We need to research and increase our filtration capacity for both fresh and salt water. We cannot allow our underground water systems to be contaminated in our search for energy exploration and gas well drilling and we need to strictly enforce pollution control laws for both air and water emissions of pollutants.

Most of all we need the foresight and wisdom to set goals and bench marks for completion and evaluation of a strong and same national plan.

Research

For many years, Congress has recognized the importance of science and engineering research to realizing our national goals. Given that the next Congress will likely face spending constraints, what priority would you give to investment in basic research in upcoming budgets?
Research must not be abandoned or we will lack the basic knowlege to deal with changing conditions in an uncertain future.Congress has recognized the importance of science and engineering research to realizing our national goals. Research in energy, conservation, educational excellence, and leaner, more efficient methoids of achieving practical results will be the key to unlocking Americans futur path.

Health

Americans are increasingly concerned with the cost, quality, and availability of health care. How do you see science, research, and technology contributing to improved health and quality of life?
I believe in a Responsible Health Care System.

One out of every three workers is either underinsured or uninsured. Millions of women and children have no access to proper health care in this country. We have a growing shortage of trained medical personnel coast to coast, and most hospitals operate at nurse to patient ratio that is unsafe.

We need to develop a comprehensive system of health care that begins with enabling those people who wish to pursue a career in the medical fields the ability to get the necessary educational training they need.

Then we need to assure the patients that their medical needs will be met. Those needs will not be determined by some insurance provider, but by the joint decision of the Doctor and the Patient. No insurance statistician should dictate that a woman should be pushed out of a hospital almost immediately after she has given birth or had a mastectomy.

Medicare must be able to negotiate with pharmaceuticals over fair prices, and when Federal tax dollars are used to develop new drug therapies, US tax payers should never be asked to pay once more for those costs of development in artificially high prescription prices.

Our goal must be high quality universal health care. Nothing less is acceptable.
